Down and Out in Durban: End of the Line for Kyoto?

The Council for Foreign Relations yesterday published a somewhat depressing article, outlining the prospects for success at the next big global environmental summit in Durban, South Africa:
As delegates from nearly 200 countries prepare to descend on Durban, South Africa next week for the seventeenth meeting of the Conference of Parties (COP-17) to the United Nations Framework Convention on Climate Change (UNFCCC), pessimism runs high. Privately, the leaders of major established and emerging economies concede that no new climate treaty containing binding emissions reductions will be negotiated before 2016. And even if an agreement were reached, it would not come into force until 2020—eight years from now. This bleak outlook comes despite warnings from scientists and economists about the dangers of delaying dramatic action to mitigate the planet’s warming.
Just this week, the UN World Meteorological Association reported that the volume of greenhouse gasses in the atmosphere reached a new record during 2010. And emissions appear to be accelerating, with carbon dioxide rising by 2.3 parts per million over the past year—a significant jump from the average (2.0) over the past decade. According to the U.S. Energy Department, recent increases in global carbon emissions exceed the worst-case projections of the Intergovernmental Panel on Climate Change (IPCC).   Adding to the warnings, a recent IPCC report predicts that dramatic planetary warming during this century is “virtually certain.” Fatih Birol, chief economist of the International Energy Agency, warns that the world has a brief, five-year window to stop a worldwide mean temperature increase of 2 degrees Celsius: “If we do not have an international agreement whose effect is put into place by 2017, then the door to will be closed forever.” Two degrees Celsius may seem like a small rise, but scientists regard it as a critical threshold, beyond which the world will face more extreme weather such as melting icecaps, devastating droughts, and torrential rainfall and flooding. And without significant efforts toward mitigation, global temperatures could rise even more.
The reasons for the diplomatic deadlock are plain. Major parties to Kyoto, including Japan, Russia, and Canada, have already signaled that they will not take on a second commitment because China and the United States—the world’s top two polluters—are not included in it. The European Union (EU) is prepared to sign up for a second round, but it insists that major developing countries, whose emissions are surging as their economies grow, must embrace and follow through on real commitments. The EU’s preference is to negotiate “a single global and comprehensive legally binding instrument” including all emitters, though it would countenance an “interim” solution whereby major emerging countries would accept a “road map” and timetable for treaty commitments. Even this fall-back position faces resistance from the so-called “BASIC” caucus—Brazil, South Africa, India, and China—who are disinclined to accept binding targets that might jeopardize their domestic growth and development goals.
The United States, for its part, has abdicated leadership on climate issues. Heading into an election year, President Obama seldom mentions global warming any more. And with the laudable exception of John Huntsman—who actually believes in climate science—his Republican rivals for the presidency have mostly fallen over themselves to deny its existence or importance.
Given these international and domestic dynamics, is Durban destined to be a failure? Not entirely. While a successor treaty to Kyoto with updated, binding targets is off the table, the conferees have an incentive and the ability to snatch some measure of victory from the gathering.
  • First, governments can agree to build on the climate mitigation activities they are already undertaking individually, bilaterally, and multilaterally. Under the broad Kyoto umbrella, parties have adopted various mechanisms and initiatives designed to reduce emissions, ranging from reporting requirements to market schemes for carbon trading, investments in renewable energy, and more robust fuel standards and targets for carbon intensity. As in Copenhagen and Cancun, states parties will stress the cumulative effect of parallel national efforts, rather than a stringent, binding treaty.
  • Second, rather than admitting failure and declaring Kyoto “dead,” the assembled delegations could seek to keep it on life support, in the form of a political rather than a legally binding agreement. A looser, informal “Kyoto II” could play several roles. It could provide a framework for a more robust system to monitor and verify compliance with stated national goals. It could offer a mechanism for transfer of clean energy technology and climate financing to the developing world. And it could hold out the promise, however distant in the future, of a successor treaty.
  • Third, Durban will ultimately be judged on whether the wealthy world makes good on its financial commitments to help developing countries adapt to the climate change the world has failed to mitigate. At Cancun last December, delegations to COP-16 agreed to create a Green Climate Fund of up to $100 billion to help countries cope with global warming. Unfortunately, that target seems increasingly out of reach, as advanced market democracies grapple with slow growth, massive fiscal imbalances and swelling sovereign debts. This week Ernst and Young reported that austerity measures across ten of the world’s major economies had created a climate funding “gap” of $22.5 billion—a figure that could double to $45 billion should the crisis in the eurozone escalate.
Perhaps coincidentally, the U.S. congressional supercommittee, composed of twelve legislators from the same country, admitted defeat this week—exhibiting a complete inability to engage in practical compromise. Given the stakes involved, let’s hope all the delegations a part of the COP-17—regardless of their diverse interests—do not resign themselves to the same fate.

Map reveals stark divide in who caused climate change and who's being hit

The Guardian's environment blog, edited by Damian Carrington, features an article today highlighting a new map drawn to reveal the differential effects of projected climate change around the globe. The nutshell version?: The global north is at lower risk of global warming impacts and is better placed to cope than the global south, but globalisation means we are all affected...
When the world's nations convene in Durban in November in the latest attempt to inch towards a global deal to tackle climate change, one fundamental principle will, as ever, underlie the negotiations.

Is is the contention that while rich, industrialised nations caused climate change through past carbon emissions, it is the developing world that is bearing the brunt. It follows from that, developing nations say, that the rich nations must therefore pay to enable the developing nations to both develop cleanly and adapt to the impacts of global warming.
The point is starkly illustrated in a new map of climate vulnerability (above): the rich global north has low vulnerability, the poor global south has high vulnerability. The map is produced by risk analysts Maplecroft by combining measures of the risk of climate change impacts, such as storms, floods, and droughts, with the social and financial ability of both communities and governments to cope. The top three most vulnerable nations reflect all these factors: Haiti, Bangladesh, Zimbabwe.

But it is not until you go all the way down 103 on the list, out of 193 nations, that you encounter the first major developed nation: Greece. The first 102 nations are all developing ones. Italy is next, at 124, and like Greece ranks relatively highly due to the risk of drought. The UK is at 178 and the country on Earth least vulnerable to climate change, according to Maplecroft, is Iceland.

"Large areas of north America and northern Europe are not so exposed to actual climate risk, and are very well placed to deal with it," explains Charlie Beldon, principal analyst at Maplecroft.

The vulnerability index has been calculated down to a resolution of 25km2 and Beldon says at this scale the vulnerability of the developing world's fast growing cities becomes clear. "A lot of big cities have developed in exposed areas such as flood plains, such as in south east Asia, and in developing economies they so don't have the capacity to adapt."

Of the world's 20 fastest growing cities, six are classified as 'extreme risk' by Maplecroft, including Calcutta in India, Manila in the Philippines, Jakarta in Indonesia and Dhaka and Chittagong in Bangladesh. Addis Ababa in Ethiopia also features. A further 10 are rated as 'high risk' including Guangdong, Mumbai, Delhi, Chennai, Karachi and Lagos.

"Cities such as Manila, Jakarta and Calcutta are vital centres of economic growth in key emerging markets, but heat waves, flooding, water shortages and increasingly severe and frequent storm events may well increase as climate changes takes hold," says Beldon.

With the world on the verge of a population of seven billion people, the rapid urbanisation of many developing countries remains one of the major demographic trends, but piles on risk because of the higher pressure on resources, such as water, and city infrastructure, like roads and hospitals.

Helen Hodge, head of maps and indices at Maplecroft, says it is not only local populations at risk from climate change impacts, serious though that is. The breaking of international supply chains for businesses working in a globalised world is also a big risk, she says.

"The recent flooding in Bangkok shows how very large multinationals can have long supply chains put at risk," she says, noting that Thailand is the world's largest producer of hard-disk computer drives.

China, the world's workshop, sits almost exactly halfway in the vulnerability index at 98 out of 193. That's appropriate, as China now sits awkwardly between the nations getting rich on carbon emissions and those suffering from its effects. And that's the other major contention that will underpin the UN climate talks in Durban.

What happens if the population forecasts are wrong?

Carl Haub for Yale Environment 360, part of the Guardian Environment Network poses a powerful question, as syndicated in today's Guardian newspaper (full article follows, check original site for reader comments):
In a mere half-century, the number of people on the planet has soared from 3 billion to 7 billion, placing us squarely in the midst of the most rapid expansion of world population in our 50,000-year history — and placing ever-growing pressure on the Earth and its resources.
But that is the past. What of the future? Leading demographers, including those at the United Nations and the U.S. Census Bureau, are projecting that world population will peak at 9.5 billion to 10 billion later this century and then gradually decline as poorer countries develop. But what if those projections are too optimistic? What if population continues to soar, as it has in recent decades, and the world becomes home to 12 billion or even 16 billion people by 2100, as a high-end UN estimate has projected? Such an outcome would clearly have enormous social and environmental implications, including placing enormous stress on the world's food and water resources, spurring further loss of wild lands and biodiversity, and hastening the degradation of the natural systems that support life on Earth.
It is customary in the popular media and in many journal articles to cite a projected population figure as if it were a given, a figure so certain that it could virtually be used for long-range planning purposes. But we must carefully examine the assumptions behind such projections. And forecasts that population is going to level off or decline this century have been based on the assumption that the developing world will necessarily follow the path of the industrialized world. That is far from a sure bet.
Eyeing the future, conservationists have clung to the notion that population will peak and then start to decline later this century. Renowned evolutionary biologist Edward O. Wilson has propounded what he terms the bottleneck theory: that maximum pressure on the natural world will occur this century as human population peaks, after which a declining human population will supposedly ease that pressure. The goal of conservation is therefore to help as much of nature as possible squeeze through this population bottleneck. But what if there is no bottleneck, but rather a long tunnel where the human species continues to multiply?
Population projections most often use a pattern of demographic change called the demographic transition. This model is based on the way in which high birth and death rates changed over the centuries in Europe, declining to the low birth and death rates of today. Thus, projections assume that the European experience will be replicated in developing countries. These projections take for granted three key things about fertility in developing countries. First, that it will continue to decline where it has begun to decline, and will begin to decline where it has not. Second, that the decline will be smooth and uninterrupted. And, finally, that it will decline to two children or less per woman.
These are levels now found in Europe and North America. But will such low levels find favor in the Nigerias, Pakistans, and Zambias of this world? The desire for more than two children — often many more than two — will remain an obstacle and will challenge assumptions that world population will level off or decline.
In quite a few developing countries, birth rates are declining significantly. But in others they are not. In Jordan, for example, the fertility rate still hovers around 4 children per woman. Indonesia was a country that was widely acknowledged for its innovative and steadfastly pursued family planning program in the 1980s, when its total fertility rate fell to 3 children per woman. It has been hovering for some time around 2.5. In a recent survey, about 30 percent of women with 2 living children said that they wanted another child. That figure was 35 percent for their husbands.
Sub-Saharan Africa (SSA) is the region that now causes the most worry. It remains in a virtual pre-industrial condition, demographically speaking, with high fertility and rather high mortality. The UN projects that fertility will decline from a high level of 6 children per woman around 1990 and reach about 3 children per woman by 2050. Many sub-Saharan African countries have seen some decline, and today the average fertility rate is 5.2 children per woman. Should the UN's assumptions prove correct, sub-Saharan Africa's population would still rise from 880 million today to 2 billion in 2050.
Countries such as Congo, Kenya, Madagascar, and Rwanda have identified rapid population growth as a problem and committed sufficient resources to address it. Yet their fertility rates remain at 4.6 to 4.7 children per woman, and a future halt in fertility decline in those countries would surprise no one. But most future population projections assume a continuing decline.
Often fertility rates might decline from a higher level and then "stall" for a time, not continuing their downward trajectories to the two-child family, resulting in a higher-than-projected population. In sub-Saharan Africa, this has happened in Nigeria, where the fertility rate has stalled at about 5.7, and in Ghana, where the fertility rate is 4.1 and apparently resuming a slow decline. Very recent surveys have shown that fertility decline in Senegal has likely stalled at 5.0 children and has risen somewhat to 4.1 in Zimbabwe. Clearly, not all countries will see a continuous decline in fertility rates, and some have barely begun to drop, meaning that projected population sizes will turn out to be too low.
Fertility rates are lowest among educated, urban women who account for much of the initial decrease. What will it take to reach large, often inaccessible rural populations, whose desire to limit family size is frequently quite limited and whose "ideal" number of children is quite high? Challenges include: the logistical task of providing reproductive health services to women; informing them of their ability to limit their number of children and to space births over at least two years; low levels of literacy; the value husbands place on large families; and securing funding for family planning programs.
India provides another cautionary tale. The country is often hailed as an emerging economic power, yet 930 million people — three-quarters of India's population — live on less than $2 per day. Some advanced Indian states, such as Kerala and Tamil Nadu, have excellent family planning programs and fertility rates of 1.8 children per woman, which will lead to declining populations in those states. But some of India's poorest and most populous states — Bihar, Madhya Pradesh, Rajasthan, Uttar Pradesh — have total fertility rates ranging from 3.3 to 3.9. The Indian example illustrates an important trend: that the challenge of soaring populations will increasingly be concentrated in the poorest countries, and in the poorest regions of nations such as India.
The real possibility of fertility decline stopping before the two-children level is reached requires demographers, policy makers, and environmentalists to seriously consider that population growth in the coming century will come in at the high end of demographic projections. The UN's middle-of-the-road assumption for sub-Saharan Africa — that fertility rates will drop to 3.0 and population reach 2 billion by 2050 — seem unrealistically low to me. More likely is the UN's high-end projection that sub-Saharan Africa's population will climb to 2.2 billion by 2050 and then continue to 4.8 billion by 2100. The dire consequences of such an increase are difficult to ponder. If sub-Saharan Africa is having trouble feeding and providing water to 880 million people today, what will the region be like in 90 years if the population increases five-fold — particularly if, as projected, temperatures rise by 2 to 3 degrees C, worsening droughts?
Many factors may arise to cause fertility rates to drop in countries where the decline has lagged. A rising age at marriage, perhaps resulting from increased education of females and from their increased autonomy; rising expectations among parents that their children can have a better life; decreasing availability of land, forcing migration to cities to seek some source of income; real commitment from governments to provide family planning services and the funds to do so. The list goes on.
But we must facts. The assumption that all developing countries will see their birth rates decline to the low levels now prevalent in Europe is very far from certain. We can also expect the large majority of population growth to be in countries and areas with the highest poverty and lowest levels of education. Today, the challenge to improve living conditions is often not being met, even as the numbers in need continue to grow.
As populations continue to rise rapidly in these areas, the ability to supply clean water for drinking and sustainable water for agriculture, to provide the most basic health services, and to avoid deforestation and profound environmental consequences, lies in the balance.

Nature: El Niño tied to civil conflicts in tropical countries

An interesting summary of recent research published in the journal Nature has appeared today in an article inside Ars Technica Nobel Intent section:
Political conflicts are extremely complex, and we almost never understand all the factors that are involved in their timing, the course they take, and their eventual outcome. In this week’s Nature, a paper suggests a new variable to consider: the climate. According to researchers from Columbia and Princeton, there is good evidence that global climate variations can play a role in the onset of civil conflicts.

The El Niño-Southern Oscillation cycle, known as ENSO, is a climatic pattern that repeats about every 5 years. Variations in water temperatures and air pressure in the Pacific Ocean cause El Niño years to be warm and dry, while La Niña years are cooler and wetter. These oscillations are felt most strongly in tropical countries, while mid-latitude areas are much less affected.

The authors of the study hypothesized that these cycles might play a role in the onset of civil conflicts. Although some research has been done on the correlation between climate and conflict, methodological difficulties and inconclusive results have caused lots of confusion. Climate studies are difficult because there is no Earth we can control to experiment with; we are stuck examining global patterns with few controls. However, in this study, ENSO provides a convenient experimental setup: volatile El Niño years provide a “treatment” group, while calmer La Niña years serve as a control.

175 countries were included in the dataset, including 93 tropical countries that are highly prone to the effects of El Niño and 82 other countries that are weakly affected by ENSO. Countries were classified as experiencing "conflict onset" in a given year if more than 25 people had died as a direct result of a new political dispute between two groups. Conflicts from 1950 to 2004 were included. Then the researchers calculated the annual conflict risk (or ACR) for both the tropical countries and the weakly affected countries. The ACR is the probability that a randomly selected country from the group experienced conflict onset in a particular year.

For the countries that aren’t highly affected by ENSO, such as Greece, Afghanistan, and Sweden, the ACR was about 2 percent in both El Niño and La Niña years, indicating that these climate cycles are unlikely to affect civil conflict in these countries. However, the ACR for tropical countries such as Australia, Sudan, and Trinidad doubled during El Niño years, increasing from 3 percent to 6 percent. From their analyses, the researchers concluded that the ENSO cycle may have affected 21 percent of civil conflicts since 1950.

The results are remarkably robust; the researchers repeated the analysis with various types of statistical models and with different ENSO indices, and their conclusions remained the same. Furthermore, the results held up even when high-conflict countries were excluded from the dataset, and when other variables, such as a country's age structure, income growth, and agricultural reliance, were included in the analyses.

Two additional findings were particularly intriguing. Many of the conflicts affected by ENSO are particularly deadly recurring conflicts. By changing the requirement for the length of "peaceful periods" between conflicts, the researchers found that the relationship between ENSO and large conflicts decreased. Additionally, low-income countries were the hardest hit by El Niño years, indicating that poorer countries are particularly sensitive to ENSO patterns.

Although the relationship between ENSO and civil conflicts is quite clear, the reasons behind this correlation are still not understood. Warm, dry El Niño years might decrease agricultural output, stressing a country’s resources and increasing food prices. ENSO patterns affect the frequencies of natural disasters, such as hurricanes and cyclones, which put countries at risk for upheaval. Extreme conditions can also cause psychological stress and alter human behavior. Finally, ENSO is a widespread phenomenon, and may cause suboptimal conditions on a large scale.

 In order to use the results of this study to predict or alleviate conflicts, we need to better understand the mechanisms driving the relationship between climate patterns and political conflict.
Civil wars, of course, have been the primary mode of fighting globally since the 1960s at least.... This research may help to illuminate one other aspect of underlying motivations and triggers for this type of conflict.

'Shocking' state of seas threatens mass extinction, say marine experts

Overfishing and pollution putting fish, sharks and whales in extreme danger – with extinction 'inevitable', this the worrying news that The Guardian reports upon today:
Fish, sharks, whales and other marine species are in imminent danger of an "unprecedented" and catastrophic extinction event at the hands of humankind, and are disappearing at a far faster rate than anyone had predicted, a study of the world's oceans has found. Mass extinction of species will be "inevitable" if current trends continue, researchers said.

Overfishing, pollution, run-off of fertilisers from farming and the acidification of the seas caused by increasing carbon dioxide emissions are combining to put marine creatures in extreme danger, according to the report from the International Programme on the State of the Ocean (Ipso), prepared at the first international workshop to consider all of the cumulative stresses affecting the oceans at Oxford University.

The international panel of marine experts said there was a "high risk of entering a phase of extinction of marine species unprecedented in human history". They said the challenges facing the oceans created "the conditions associated with every previous major extinction of species in Earth's history".

"The findings are shocking," said Alex Rogers, scientific director of Ipso. "As we considered the cumulative effect of what humankind does to the ocean, the implications became far worse than we had individually realised. This is a very serious situation demanding unequivocal action at every level. We are looking at consequences for humankind that will impact in our lifetime, and worse, our children's and generations beyond that."

The flow of soil nutrients into the oceans is creating huge "dead zones", where anoxia - the absence of oxygen - and hypoxia - low oxygen levels - mean fish and other marine life are unable to survive there.

Hypoxia and anoxia, warming and acidification are factors present in every mass extinction event in the oceans over the Earth's history, according to scientific research. About 55m years ago, as much as half of some species of deep-sea creatures were wiped out when atmospheric changes created similar conditions.

In recent years, human effects on the oceans have increased significantly. Overfishing has cut some fish populations by more than 90%. Pollutants, including flame-retardant chemicals and detergents are absorbed into particles of plastic waste in the sea, which are then ingested by marine creatures. Millions of fish, birds and other forms of life are choked or suffer internal ruptures from ingesting plastic waste.

During 1998, record high temperatures wiped out about 16% of the world's tropical coral reefs.

The scientists called on the United Nations and governments to bring in measures to conserve marine ecosystems. Dan Laffoley, of the International Union for the Conservation of Nature, said: "The world's leading experts on oceans are surprised by the rate and magnitude of changes we are seeing. The challenges for the future of the oceans are vast, but unlike previous generations we know what now needs to happen. The time to protect the blue heart of our planet is now, today and urgent".

BBC News: Global warming since 1995 'now significant'

Richard Black, Environment Correspondent at BBC News, provides an update on figures underlying the work of one key global warming research centre:
Climate warming since 1995 is now statistically significant, according to Phil Jones, the UK scientist targeted in the "ClimateGate" affair.

Last year, he told BBC News that post-1995 warming was not significant - a statement still seen on blogs critical of the idea of man-made climate change. But another year of data has pushed the trend past the threshold usually used to assess whether trends are "real". Dr Jones says this shows the importance of using longer records for analysis.
By widespread convention, scientists use a minimum threshold of 95% to assess whether a trend is likely to be down to an underlying cause, rather than emerging by chance. If a trend meets the 95% threshold, it basically means that the odds of it being down to chance are less than one in 20. Last year's analysis, which went to 2009, did not reach this threshold; but adding data for 2010 takes it over the line.

"The trend over the period 1995-2009 was significant at the 90% level, but wasn't significant at the standard 95% level that people use," Professor Jones told BBC News.

"Basically what's changed is one more year [of data]. That period 1995-2009 was just 15 years - and because of the uncertainty in estimating trends over short periods, an extra year has made that trend significant at the 95% level which is the traditional threshold that statisticians have used for many years.
"It just shows the difficulty of achieving significance with a short time series, and that's why longer series - 20 or 30 years - would be a much better way of estimating trends and getting significance on a consistent basis."
Professor Jones' previous comment, from a BBC interview in Febuary 2010, is routinely quoted - erroneously - as demonstration that the Earth's surface temperature is not rising.

The dataset that Professor Jones helps to compile - HadCRUT3 - is a joint project between the Climatic Research Unit (CRU) at the University of East Anglia (UEA), where he is based, and the UK Met Office. It is one of the main global temperature records used by bodies such as the Intergovernmental Panel on Climate Change (IPCC). HadCRUT shows a warming 1995-2010 of 0.19C - consistent with the other major records, which all use slightly different ways of analysing the data in order to compensate for issues such as the dearth of measuring stations in polar regions.

Shortly before the UN climate summit in Copenhagen, Phil Jones found himself at the centre of the affair that came to be known as "ClimateGate", which saw the release of more than 1,000 emails taken from a CRU server.

Critics alleged the emails showed CRU scientists and others attempting to subvert the usual processes of science, and of manipulating data in order to paint an unfounded picture of globally rising temperatures. Subsequent enquiries found the scientists and their institutions did fall short of best practice in areas such as routine use of professional statisticians and response to Freedom of Information requests, but found no case to answer on the charges of manipulation. Since then, nothing has emerged through mainstream science to challenge the IPCC's basic picture of a world warming through greenhouse gas emissions. And a new initiative to construct a global temperature record, based at Stanford University in California whose funders include "climate sceptical" organisations, has reached early conclusions that match established records closely.

The Economist: The World Gets Back to Burning

Following on from our notice - late last month - of worrying reports from the IAE regarding rising carbon emissions worldwide, The Economist's Schumpeter (Business and Management blogger) has now produced his own assessment of this trend, based this time on BP's own figures:
Not since 1973 has world energy use increased by as much, in percentage terms, as it did in 2010. According to BP’s annual Statistical Review of World Energy, published today, 2010’s energy consumption was up by 5.6% on the year before. In part this is thanks to recovery from the economic crisis; in part it is down to the longer-term shift in economic activity towards emerging economies, which are less efficient in their energy use.

Robust growth was seen in all regions and in almost all types of energy use: the world consumed more of every main fuel bar one than it had in any previous year. Consumption of oil, which accounts for 34% of the world’s primary energy by BP’s calculations, rose by 3.1%. Coal, at 30% the number two fuel, was up by 7.6%, growing faster than at any time since 2003. Consumption of gas, which contributes 24%, was up by 7.4%, the biggest annual growth since 1984.
Schumpeter reviews the growth of other energy sources as well, but returns quickly to one of the main sources for the rising consumption of carbon-based fuels:
Most of China’s growth came from burning more coal: in 2000 China accounted for just under a third of world coal use; in 2010 a staggering 48.2%. Repeat that sort of expansion on a smaller scale for a number of other countries and you see why coal is going up in the global mix. You also see why the world’s energy-related carbon-dioxide emissions have grown even faster than its energy use—by 5.8% last year, on BP’s figures. That is the fastest growth since 1969.
Schumpeter is balanced but concerned in his final assessment, simultaneously pointing up why these particular statistics published today are now even more valuable:
That more energy is being used than ever before is a welcome sign of economic growth after a sharp downturn. That it is being used less efficiently than before, and producing record levels of carbon dioxide, is harder to welcome. A small mercy, though, is that there are numbers like BP’s available with which to perceive such unwelcome truths. Since the Anglo Iranian Oil Company, which would become BP a few years later, first put together its annual review 60 years ago—six typewritten pages, one graph, for internal use only—they have grown into a widely valued tool for economists and energy strategists in a field where reliable compendia of facts are rare, and growing rarer. In April the United States government announced that it would stop gathering the data on which various domestic energy indicators are based, reduce efforts to assure data quality in some others and cease publication of its International Energy Statistics. It is hard to see how, if such numbers have any value at all, that doesn’t represent a false economy.

Thomas L. Friedman: The Earth is Full

Seasoned New York Times op-ed commentator Thomas L. Friedman makes an ominous pronouncement (full article follows):

The Earth is Full
You really do have to wonder whether a few years from now we’ll look back at the first decade of the 21st century — when food prices spiked, energy prices soared, world population surged, tornados plowed through cities, floods and droughts set records, populations were displaced and governments were threatened by the confluence of it all — and ask ourselves: What were we thinking? How did we not panic when the evidence was so obvious that we’d crossed some growth/climate/natural resource/population redlines all at once?

 “The only answer can be denial,” argues Paul Gilding, the veteran Australian environmentalist-entrepreneur, who described this moment in a new book called “The Great Disruption: Why the Climate Crisis Will Bring On the End of Shopping and the Birth of a New World.” “When you are surrounded by something so big that requires you to change everything about the way you think and see the world, then denial is the natural response. But the longer we wait, the bigger the response required.”

Gilding cites the work of the Global Footprint Network, an alliance of scientists, which calculates how many “planet Earths” we need to sustain our current growth rates. G.F.N. measures how much land and water area we need to produce the resources we consume and absorb our waste, using prevailing technology. On the whole, says G.F.N., we are currently growing at a rate that is using up the Earth’s resources far faster than they can be sustainably replenished, so we are eating into the future. Right now, global growth is using about 1.5 Earths. “Having only one planet makes this a rather significant problem,” says Gilding.

This is not science fiction. This is what happens when our system of growth and the system of nature hit the wall at once. While in Yemen last year, I saw a tanker truck delivering water in the capital, Sana. Why? Because Sana could be the first big city in the world to run out of water, within a decade. That is what happens when one generation in one country lives at 150 percent of sustainable capacity.

“If you cut down more trees than you grow, you run out of trees,” writes Gilding. “If you put additional nitrogen into a water system, you change the type and quantity of life that water can support. If you thicken the Earth’s CO2 blanket, the Earth gets warmer. If you do all these and many more things at once, you change the way the whole system of planet Earth behaves, with social, economic, and life support impacts. This is not speculation; this is high school science.”

It is also current affairs. “In China’s thousands of years of civilization, the conflict between humankind and nature has never been as serious as it is today,” China’s environment minister, Zhou Shengxian, said recently. “The depletion, deterioration and exhaustion of resources and the worsening ecological environment have become bottlenecks and grave impediments to the nation’s economic and social development.” What China’s minister is telling us, says Gilding, is that “the Earth is full. We are now using so many resources and putting out so much waste into the Earth that we have reached some kind of limit, given current technologies. The economy is going to have to get smaller in terms of physical impact.”

We will not change systems, though, without a crisis. But don’t worry, we’re getting there.

We’re currently caught in two loops: One is that more population growth and more global warming together are pushing up food prices; rising food prices cause political instability in the Middle East, which leads to higher oil prices, which leads to higher food prices, which leads to more instability. At the same time, improved productivity means fewer people are needed in every factory to produce more stuff. So if we want to have more jobs, we need more factories. More factories making more stuff make more global warming, and that is where the two loops meet.

But Gilding is actually an eco-optimist. As the impact of the imminent Great Disruption hits us, he says, “our response will be proportionally dramatic, mobilizing as we do in war. We will change at a scale and speed we can barely imagine today, completely transforming our economy, including our energy and transport industries, in just a few short decades.”

We will realize, he predicts, that the consumer-driven growth model is broken and we have to move to a more happiness-driven growth model, based on people working less and owning less. “How many people,” Gilding asks, “lie on their death bed and say, ‘I wish I had worked harder or built more shareholder value,’ and how many say, ‘I wish I had gone to more ballgames, read more books to my kids, taken more walks?’ To do that, you need a growth model based on giving people more time to enjoy life, but with less stuff.”

Sounds utopian? Gilding insists he is a realist.

“We are heading for a crisis-driven choice,” he says. “We either allow collapse to overtake us or develop a new sustainable economic model. We will choose the latter. We may be slow, but we’re not stupid.”
Overall, a good update—At least he finishes on an optimistic note!

Food prices 'will double by 2030', Oxfam warns

Second day in a row with not-so-great news... BBC News reports loud warnings being sounded from an environmental perspective, with significant ramifications for poverty and development and—ultimately—global conflict:
The prices of staple foods will more than double in 20 years unless world leaders take action to reform the global food system, Oxfam has warned. By 2030, the average cost of key crops will increase by between 120% and 180%, the charity forecasts.

Half of that increase will be caused by climate change, Oxfam predicts, in its report Growing a Better Future. It calls on world leaders to improve regulation of food markets and invest in a global climate fund.

"The food system must be overhauled if we are to overcome the increasingly pressing challenges of climate change, spiralling food prices and the scarcity of land, water and energy," said Barbara Stocking, Oxfam's chief executive.

In its report, Oxfam highlights four "food insecurity hotspots", areas which are already struggling to feed their citizens.
  • in Guatemala, 865,000 people are at risk of food insecurity, due to a lack of state investment in smallholder farmers, who are highly dependent on imported food, the charity says.
  • in India, people spend more than twice the proportion of their income on food than UK residents - paying the equivalent of £10 for a litre of milk and £6 for a kilo of rice.
  • in Azerbaijan, wheat production fell 33% last year due to poor weather, forcing the country to import grains from Russia and Kazakhstan. Food prices were 20% higher in December 2010 than the same month in 2009.
  • in East Africa, eight million people currently face chronic food shortages due to drought, with women and children among the hardest hit.
The World Bank has also warned that rising food prices are pushing millions of people into extreme poverty. In April, it said food prices were 36% above levels of a year ago, driven by problems in the Middle East and North Africa.

Oxfam wants nations to agree new rules to govern food markets, to ensure the poor do not go hungry. It said world leaders must:
  • increase transparency in commodities markets and regulate futures markets
  • scale up food reserves
  • end policies promoting biofuels
  • invest in smallholder farmers, especially women
"We are sleepwalking towards an avoidable age of crisis," said Ms Stocking. "One in seven people on the planet go hungry every day despite the fact that the world is capable of feeding everyone."

Among the many factors driving rising food prices in the coming decades, Oxfam predicts that climate change will have the most serious impact.

Ahead of the UN climate summit in South Africa in December, it calls on world leaders to launch a global climate fund, "so that people can protect themselves from the impacts of climate change and are better equipped to grow the food they need".

Global carbon emissions reach record, says IAE

BBC News has a brief summary of a worrying report from the International Energy Agency:
Global carbon emissions reached a record level last year, according to the International Energy Agency (IAE). The watchdog says emissions rose again after a dip caused by the financial crisis in 2009, and ended 5% up from the previous record in 2008. China and India account for most of the rise, though emissions have also grown in developed countries.

The increase raises doubts over whether planned curbs on greenhouse emissions will be achieved, the group says. At a meeting last year in Cancun, Mexico, world leaders agreed that deep cuts were needed to limit the rise in global temperature to 2C above pre-industrial levels. But according to the IAE's estimate, CO2 emissions reached a record 30.6 gigatonnes in 2010.

The IEA's Fatih Birol said the finding was "another wake-up call".

"The world has edged incredibly close to the level of emissions that should not be reached until 2020 if the 2C target is to be attained," he added.

"Unless bold and decisive decisions are made very soon, it will be extremely challenging to succeed in achieving this global goal agreed in Cancun."

Wired: Climate Change Wilts Farming Yields

Wired Science has the story of recent findings:
Set a place at the table for climate change; hotter weather may have already taken a bite out of food crops worldwide.
Farms across the planet produced 3.8 percent less corn and 5.5 percent less wheat than they could have between 1980 and 2008 thanks to rising temperatures, a new analysis estimates. These wilting yields may have contributed to the current sky-high price of food, a team of U.S. researchers reports online May 5 in Science. Climate-induced losses could have driven up prices of corn by 6.4 percent and wheat by 18.9 percent since 1980.
The researchers tracked country-by-country yields of these common foodstuffs over nearly three decades. Harvests of corn and wheat have climbed steadily since 1980 due in part to technological advancements, says David Lobell, a land-use scientist at Stanford University. But based on the team’s statistical analysis, farmers could have produced a lot more food if the weather had been cooler. For corn, global losses amount to millions of tons — about equal to Mexico’s yearly production of the crop. “For every decade of climate change, it sets you back a year,” Lobell says.

For reasons still up for debate, temperatures largely held steady in the U.S. over the study period. So Iowa, by and large, doesn’t seem to have lost out. Rice and soybean yields have also proved resilient to rising temperatures so far, the team discovered.

This analysis of the past three decades largely falls in line with what other studies have projected for the coming century, says Andy Challinor of the University of Leeds in England, who studies the impacts of climate on agriculture. With enough complementary analyses, scientists may start to feel more certain about predicting the future of food. Still, when it comes to agriculture, researchers rely on a very murky crystal ball. Humans can, and probably will, adapt to warmer temperatures, switching to hardier crops or developing new technology to keep harvests high.

While it’s far from a prediction, Lobell says his study identifies a number of problem areas that do need attention — not later but now. “If we really invest a lot in the development of crops that can withstand really high temperatures,” he says, “that would potentially change things a lot.”

Even today, food scarcity is a pressing problem, says Navin Ramankutty, a geographer at McGill University in Montreal. As populations climb steeply, putting added pressure on agricultural production, an estimated one in seven people go hungry across the globe.

Why the UN can never stop climate change

For any progress to be made, diplomacy should shift to smaller forums, with achievable goals and focus on adaptation—this is the message of David G. Victor, professor at the School of International Relations and Pacific Studies at the University of California, San Diego and author of Global Warming Gridlock: Creating More Effective Strategies for Protecting the Planet (Cambridge University Press).

Writing in Monday's Guardian, Professor Victor reviews the likelihood of any meaningful advance in tackling global warming during the UN summit that opened last Sunday:
On Sunday in Thailand diplomats opened another round of formal United Nations talks on global warming. For more than 20 years, the UN has been working on this problem, with little progress. Expectations have never been lower. The December 2009 conference in Copenhagen that was supposed to finalise a new treaty to replace the expiring Kyoto protocol ended in deadlock. Last year's talks in Cancún ended without agreement on most of the important new issues.
... failure to make progress.... is mainly due to bad strategy. The United Nations forum is the wrong place for serious diplomacy. One of the chief strengths of the UN system – that it involves every nation on the planet – is a huge liability for global warming. By working in large groups, UN talks are often held hostage to the whims of even small players – as happened in Copenhagen and Cancún when Sudan and Bolivia and a few other nations whose emissions of warming pollution are tiny. The UN system has also relied on legally binding agreements, which sound good in theory yet have proved difficult to tailor and adjust in light of the many different interests that must be reflected in any serious international pact to control emissions.
Professor Victor makes three suggestions: 1. that discussion should only take place in small forums that involve only the larger countries; 2. shift focus of discussions to that which is really achievable; and, 3. talks must shift from focusing exclusively on controlling emissions to dealing with the reality that lots of climate change is inevitable....

BBC News: China tops global clean energy table

BBC News has the report:
China remains the world's leading investor in low-carbon energy technology, a global study has shown.

The table, published by the US Pew Environment Group, showed that the Chinese invested $54.4bn (£34.1bn) in 2010, up from $39.1bn in 2009. While the US saw investment increase by 51% to $34bn, it still slipped from 2nd to 3rd in the ranking, behind Germany's $41.2bn.

However, the UK slipped outside the top 10 as investment fell by 70% in 2010.

Globally, the sector - which does not include nuclear power - attracted $243bn of investment, a 30% increase from 2009 and a whopping 630% rise since 2004. The authors also said that 40 gigawatts (GW) of wind and 17GW of solar energy were installed during 2010, taking the global clean power capacity to 388GW.

The report Who's Winning the Clean Energy Race (link), using data compiled by Bloomberg New Energy Finance, examined the clean energy sector's investment and technological trends in the G20 leading economies.
Read the rest—a good example of how economic demand is driving investment within the 'clean energy' sector, a positive development vis à vis our environmental future. Interesting that recent concerns with Japanese nuclear reactors is touted to stoke demand for other energy sources even more. Let's just hope that the UK gets back on track with this approach!

Will Rio+20 squander green legacy of original Earth summit?

Jim Thomas in Grist magazine has a useful preview of next year's Rio +20 Earth Summit:
I've got good news and bad news about the future of the planet.

Good news first. Next year, a honking big global Earth Summit is coming our way -- one with a proud heritage. Formally titled the U.N. Conference on Sustainable Development, the meeting is known as RIO+20 because it will come 20 years after the first Earth Summit in Rio in 1992. That original Earth Summit (itself 20 years after the equally important Stockholm Convention on the Environment and Human Development) gave us an embarrassment of policy riches: the Climate Convention, the Convention on Biological Diversity, Sustainable Development Commission, the Precautionary Principle, a long and ambitious list of promises called Agenda 21, The Forest Principles, and much more. Over a hundred heads of state turned up to Rio Di Janeiro last time amidst intense global attention. This time, the reunion party is going back to Rio again on June 4-6 2012. Chances are it will all be a big deal again.

At a recent preparatory meeting in New York, the agenda for this next Earth Summit became clear. The leaders will issue a "focused political document" tackling the transition to a global "green economy" and reform of the international institutions responsible for sustainable development. This second "reform" strand could feasibly restructure everything ranging from the U.N. Environmental Program (UNEP) and the U.N. Development Program to the 500 different multilateral environmental treaties and agreements currently in place. These cover toxic chemicals, ocean conservation, biodiversity, desertification, climate change, ozone depletion, forest protection, and more. Given the rising trends of global temperature, hunger, water scarcity, and biodiversity loss, the existing mishmash of eco-governance is clearly failing to deliver. RIO+20 is a precious chance for decision-makers to take stock of where the world went wrong in the last 20 years and plan intelligently for the next 20. Hopefully RIO+20 will deliver a jolt of political will to the global environmental agenda, as well as a smart plan to get the planet back on track.

Or at least that's the theory. And now we come to the bad news: Far from cooking up a plan to save the Earth, what may come out of the summit could instead be a deal to surrender the living world to a small cabal of bankers and engineers -- one that will dump the promises of the first Rio summit along the way. Tensions are already rising between northern countries and southern countries over the poorly defined concept of a global "Green Economy" that will be the centerpiece of the summit.
Thomas's article goes on to discuss how economic concerns and economic motives might hijack that which environmentalists might consider the best approach to the next 20 years of global environmental planning and initiatives:
20 years ago, governments at Rio were bold enough to lay out a set of commitments that might credibly have rescued us from some of the dire predicaments we are now in but they never fulfilled their own promises. With under 13 months to go, it's now up to all of us in global society to demand that those promises, however belated, be fulfilled. Most importantly those promises should not be abandoned for a hollow "green economy" that amounts to a Trojan horse for ongoing destruction-as-usual. The bad news on the road to Rio is that the hijackers are already seizing the reins. The good news is that we have time to organize massive campaigns to get the Earth Summit back on course -- not just for a green economy, but for a green, equitable, and just future.
Definitely worth reading and something worth thinking about...

BBC News: Polar ice loss quickens, raising seas

Richard Black, the Environment correspondent at BBC News Online, brings news today of a research article—soon to be published—proving recent accelerated ice loss in polar regions:
Ice loss from Antarctica and Greenland has accelerated over the last 20 years, research shows, and will soon become the biggest driver of sea level rise.

From satellite data and climate models, scientists calculate that the two polar ice sheets are losing enough ice to raise sea levels by 1.3mm each year. Overall, sea levels are rising by about 3mm (0.12 inches) per year.

Writing in Geophysical Research Letters, the team says ice loss here is speeding up faster than models predict. They add their voices to several other studies that have concluded sea levels will rise faster than projected by the Intergovernmental Panel on Climate Change (IPCC) in its landmark 2007 assessment.

By 2006, the Greenland and Antarctic sheets were losing a combined mass of 475Gt (gigatonnes - billion tonnes) of ice per year.

On average, loss from the Greenland sheet is increasing by nearly 22Gt per year, while the much larger and colder Antarctic sheet is shedding an additional 14.5Gt each year. If these increases persist, water from the two polar ice sheets could have added 15cm (5.9 inches) to the average global sea level by 2050.

A rise of similar size is projected to come from a combination of melt water from mountain glaciers and thermal expansion of seawater.
That last detail is particularly worrying...

Oil prices: Steps needed to wean UK onto other energy sources

The Guardian has a story underlining the seemingly radical influence of recent events affecting the globally-interconnected oil economy on UK government policy (as an exemplar, no doubt, amongst many other developed economies' policies):
As Middle East conflicts cause oil prices to rise dramatically, government spells out plans for radical energy shift

Ministers will be ordered to adopt urgent measures to wean the country off oil, amid rising concern that the Libya crisis has left the economy exposed to a dramatic rise in fuel prices.

With fears growing that the cost of petrol could hit £2 a litre if instability in the Middle East persists and deepens, every government department will be told this week to comply with a new national "carbon plan" aimed specifically at "getting off the oil hook".

The energy secretary, Chris Huhne, told the Observer that the UK had no option but to speed up efforts to move away from oil. "Getting off the oil hook is made all the more urgent by the crisis in the Middle East. We cannot afford to go on relying on such a volatile source of energy when we can have clean, green and secure energy from low-carbon sources," he said. "The carbon plan is about ensuring that the whole of government is engaged in a joined-up effort to lead us into a low-carbon world."

The transport secretary, Philip Hammond, who has infuriated green groups by floating the idea of raising the motorway speed limit from 70mph to 80mph, will be told he must produce a nationwide strategy to promote installation of infrastructure for electric cars by June.

It is also expected that new deadlines will be set for building low-carbon homes, and that a firm starting date of September 2012 will be established for a new "green investment bank" to become fully operational.

The Carbon Plan will be launched this week by David Cameron, his deputy Nick Clegg and Huhne. In a tacit admission that ministers have failed so far to live up to their claim to be part of the "greenest government ever", the prime minister will, in effect, make their job security dependent on "green achievement" by demanding that those whose departments fall short of environmental targets write to him with a full explanation of what went wrong.

And in another extraordinary move, non-governmental organisations, including Greenpeace, will be asked to play a monitoring role to ensure progress across each department is maintained.

Can California scientists end the war on climate change?

The Guardian has a feature today on the work of a group of scientists based in California who have no small ambition—The Berkeley Earth project, led by physicist Richard Muller, say they are about to reveal the definitive truth about global warming...
For the past year, Muller has kept a low profile, working quietly on a new project with a team of academics hand-picked for their skills. They meet on campus regularly, to check progress, thrash out problems and hunt for oversights that might undermine their work. And for good reason. When Muller and his team go public with their findings in a few weeks, they will be muscling in on the ugliest and most hard-fought debate of modern times.

Muller calls his latest obsession the Berkeley Earth project. The aim is so simple that the complexity and magnitude of the undertaking is easy to miss. Starting from scratch, with new computer tools and more data than has ever been used, they will arrive at an independent assessment of global warming. The team will also make every piece of data it uses – 1.6bn data points – freely available on a website. It will post its workings alongside, including full information on how more than 100 years of data from thousands of instruments around the world are stitched together to give a historic record of the planet's temperature.

Muller is fed up with the politicised row that all too often engulfs climate science. By laying all its data and workings out in the open, where they can be checked and challenged by anyone, the Berkeley team hopes to achieve something remarkable: a broader consensus on global warming. In no other field would Muller's dream seem so ambitious, or perhaps, so naive.

"We are bringing the spirit of science back to a subject that has become too argumentative and too contentious," Muller says, over a cup of tea. "We are an independent, non-political, non-partisan group. We will gather the data, do the analysis, present the results and make all of it available. There will be no spin, whatever we find." Why does Muller feel compelled to shake up the world of climate change? "We are doing this because it is the most important project in the world today. Nothing else comes close," he says.

Arctic canary looking sicker than ever

Environment correspondent for BBC News Online Richard Black has assembled an extremely useful summary of recent research findings from ongoing scientific studies of the Arctic region:

If the Arctic really is the "canary in the coal mine" for climate change impacts, as it's often been labelled, then it's a canary about which we know a little more following a spate of scientific papers coming out over the last week or so.

And looking at what they say, as well as readings from instruments monitoring the canary's heath, the signs of sickness appear to be stronger and more certain than before.

There are several distinct symptoms that need monitoring here: sea-ice area and volume, air temperature and wind, water temperature and currents, and the state of the Greenland icecap.

Along with all this is the constant effort to interpret new data and see whether long-term beliefs about how Arctic weather works still hold true, or whether - as with the El Nino Southern Oscillation, for example - the sustained rise in global temperatures may change mechanisms people thought they understood.
Black's blog entry summarises and links conveniently to five or six separate studies, each worrying by themselves, but which together add up to no small concern for the stability of the northern polar zone. Why not spend some time this weekend exploring a selection of the links?
